1. existing IT and Democracy systems analysis
2. Analysis of the functional  requirements for specific cases
3. Development of the system roadmap along with adjustments to existing legislation
4. development of the complete technical assignments for IT system to be development
5. provision of the platform hardware and Software/Cloud Services required for implementation of the Digital Democracy system
6. development of the Digital Demoracy System Code either private or Open Source (as appropriate for specific case)
7. full commissioning of the Digital Democracy IT systems, training of the users and moderators, provision with required documentation
8.long term maintenance of the systems commissioned
